Supplementary Régulations (8.8) The Chinese Passengers Ordinance, issued by the Governor of Hongkong in the Year 1871, for shorter passages; also an ordinance issued by the Gov. of Macao, 18th August 1884, modifying the law of 1886.
As a more extensive participation of the German Flag in the shipment of free Coolies has taken place lately, the issue of corresponding police regulations has also taken place, and the part of the German Consuls in the respective Chinese ports is now also in contemplation.
At the same time, in order to ensure the desired success of these measures, it is our intention also to furnish the German Consuls in the respective ports of disembarkation with suitable instructions for the exercise of a supervision corresponding with those regulations.
The Swedish & Norwegian Govt. also has lately determined to issue corresponding directions, which, as is understood, are analogous to a preliminary regulation for port of Amoy, issued by the German Consulate there.
No similar regulations have as yet been issued for the French, Danish & Dutch ships, likewise engaged in the Coolie transport, especially in regard to the maximum number of passengers allowed, for which reason the so-called free Coolie Emigration seeks the ships of these Flags in preference, to the prejudice of the rest, as they are able to afford the passage at much lower prices.
It need hardly be specially stated that in the measures to be taken there can be no question of putting obstacles in the way of the Emigration or shipment of Free Coolies. But the international organisation of an effectual Supervision is also indispensable in this respect.
